Description of the mission:

The objective of the assignment is to undertake a participatory organisational capacity assessment of the National Network of Positive Women Ethiopia (NNPWE), using the HIV Network Capacity Analysis toolkit methodology (Annex 1).

Profile and required qualifications:

Consultant 1 – International consultant – Organisational capacity assessment

A. Skills and qualifications

-  Advanced university degree in public health, international development, or a related field;
-  Proven analytical skills
- An ability to write in a clear and concise manner; excellent English writing skills.
- Excellent interpersonal/diplomatic skills and ability to establish effective working relationships with people in a multi-cultural environment;
- Fluency in English (spoken and written) is compulsory.
- An ability to understand / speak Ahmaric is desirable.

B. General professional experience

- A minimum of 5 years’ professional experience working on organizational development issues with civil society organizations, preferably in the HIV/AIDS sector. Familiarity with organizational development terminology and methodology is necessary ;
- Experience in the HIV/AIDS sector in a developing country is necessary ;
- Previous experience in undertaking participatory organizational assessments with civil society organizations or networks, preferably in the HIV/AIDS sector.

C. Specific professional experience

- Strong work experience in participatory methods ;
- Strong work experience in facilitating participatory workshops ;
- The consultant must be sensitive to issues affecting network members ;
- A good undersatnding of how networks function, of their roles and responsibilities and their added value in the HIV/AIDS response ;
- Previous work experience in Ethiopia or in the region is desirable.
- Familiarity with the HIV network capacity analysis toolkit will be a plus.

Consultant 2 – National consultant – planning and organisational development

A. Skills and qualifications

- A degree in public health or organisational development is desirable.
- Excellent interpersonal/diplomatic skills and ability to establish effective working relationships with people.
- The national consultant must be bilingual in Ahmaric/English to ensure smooth communication between the international consultant and NNPWE members/constituency during the assignment. Both languages must be spoken and written fluently.

B. General professional experience

- A minimum of 10 years’ professional experience working within an HIV/AIDS or sexual and reproductive health (SRH) civil society organization or network in Ethiopia;

Strong understanding and knowledge of the Ethiopian HIV and civil society context
- Strategic planning experience will be a plus.

C. Specific professional experience

- The consultant must demonstrate a strong understanding of the roles and responsibilities and added value of national networks, preferably in the HIV/AIDS sector.
- Previous experience in strategic planning of a health-related civil society organization or network in a developing country, preferably in the HIV/AIDS sector
- Previous work experience in Ethiopia and strong understanding of the country context and of Ethiopian civil society positionning in the national landscape.

The general objective of the assignment is to strengthen the M&E system of the National HIV/AIDS Response in Montenegro.

Profile and required qualifications:

A. Skills and qualifications

- Advanced university degree in public health, epidemiology and/or medical statistics ;
- Excellent interpersonal/diplomatic skills and ability to establish effective working relationships with people.
- Fluency in English (spoken and written) is compulsory.
- An ability to write in a clear and concise manner; excellent English writing skills.
- An ability to understand / speak Montenegrin is desirable.

B. General professional experience

- A minimum of 15 years’ professional experience working in HIV/AIDS/STIs epidemiology/ programme monitoring and evaluation/design and implementation of HIV/AIDS/STIs prevention strategies.

C. Specific professional experience

- Previous experience drafting protocols for IBBS and PSE studies is necessary ;
- Previous experience sampling key affected populations (i.e. MSM, PWIUD, SW, prisoners) using Respondent-driven sampling (RDS), time location sampling (TLS) and other methods to measure HIV and other infections, sexual and other behaviours, programme coverage, etc.
- Previous experience of undertaking population size estimations of hard-to-reach populations using multipliers, capture-recapture, Successive Sampling population size estimations, mapping and other methods.
- Knowledge of the country context and previous work experience in the region is desirable.

The general objective of this expertise mission is to support Serbia in designing, drafting and budgeting the funding request that is expected to be submitted for TRP review during wave 5 (submission date 30 April 2018).

Profile and required qualifications:

Qualifications and skills:

  • Advanced university degree in administration, social sciences, public health, or management.
  • Excellent skills in communication and team player;
  • Excellent interpersonal, coordination and negotiation skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment;
  • Excellent Knowledge of Global Fund processes and requirements (Budget);
  • Excellent planning, organization and problem solving skills;
  • Good knowledge of Eastern Europe and Central Asia region;

Professional Experience:

  • Demonstrated experience in providing costing support within national strategic plan and the frame of the Global Fund New Funding Model (conduction of National HIV Program Gap Analysis, Funding request costing).
  • Experience with Serbia portfolio or any Southeast Europe Countries will be an added advantage.

The lead expert will be responsible for the coordination of the consolidation of the deliverables.

The general objective of this expertise mission is to support Serbia in designing, drafting and budgeting the funding request that is expected to be submitted for TRP review during wave 5 (submission date 30 April 2018).

 

Profile and required qualifications:
  • Qualifications and skills
  • Master degree in public health, development, or social sciences;
  • Excellent skills in:
    • Strategic analysis and planning;
    • Facilitation skills and effective communication with multiple stake-holders;
    • Multitasks and multi-stakeholders’ coordination under tight deadline;
    • Team work and consensus building.
  • Excellent knowledge of Global Fund procedures including its New Funding model requirements (technical content for HIV, eligibility and process requirements);
  • Strong strategic information and Public Health expertise in particular related to HIV key affected populations;
  • Good knowledge of HIV epidemiology in Eastern Europe and Central Asia region, specifically in Serbia, and its response to HIV;
  • Strong understanding of sustainability and transition issues in Eastern Europe including social contracting;
  • Excellent command of English, written and spoken, as a significant work of writing is expected as well as coordination with English-speaking sub-recipients, bilateral and multilateral partners and the CCM.

              Professional Experience:

  • At least 10 years professional experience in strategic planning and monitoring-evaluation of large programs in the field of HIV/AIDS or other health sector;
  • Experience in developing funding requests to the Global Fund;
  • Strong initiative and self-discipline, and a proven track record of completing and submitting work within deadlines.
